It's probably a tie between between the Lions and the Vikings as to which team has done the least to improve at the position. The only thing the Lions have done to improve their QB situation is finish 0-16 in 2008, which gave them the first pick in the draft and the ability to pick whomever they want. Lucky for them, there are two college QBs worthy of consideration and they got Stafford.
